Reviewed the Sinnissippi Bridge/Walkway Intergovernmental Agreement

 

The project will be bid and funded 100% by the State of Illinois.  The Sinnissippi Bridge Corporation Agreement is between the Sterling and Rock Falls Park Districts and Cities of Sterling and Rock Falls, outlines the Insurance & Maintenance funding and responsibilities of the parties involved.  The election process of the governing board.  The State of Illinois will not bid or proceed with the project until all parties have signed off on the agreement.

Mayor Mulvaney is to request of the City Attorney to draft an Ordinance accepting the agreement and providing a funding method through the Electric Department and the Tourism Committee to be ready for the next City Council meeting.

Renewal of the Illinois Municipal Utility Association “IMUA”

 

Reviewed the increase in membership dues over the last ten years (approximately 95%) and the value of belonging to the IMUA.  The IMUA dropped their Legislative activities, the monthly newsletter was down to two last year, and safety training topics are not totally related to our industry and are costly.

The recommendation was not to renew this year’s membership with the IMUA.

Jobs in Progress

Reviewed the projects planned for this year which included replacing the overhead lines across the Industrial Park; replacing light poles & fixtures on the West end of Route 30; replacing overhead lines in all private right of ways on the North side of Dixon Avenue; Hydro Plant controller upgrade; data collection for the GIS system (temporary help at a lower wage scale would be helpful in the collection of the data).

Mayor Mulvaney plans to discuss this with the City Attorney on the complication of calling back a laid off Public Works employee for 90 days.

Report on the new billing program and office procedures

The Committee reviewed the Utility Billing Program training report and office procedure.

Alderman Blanton, City Administrator, Richard Downey and Bob O’Donnell plan to review the office operating procedures with the staff involved.

Reviewed the ComEd Interconnection Upgrade to accommodate City Generation and receive capacity credits from IMEA

Rock Falls officials and staff acknowledge the cost to complete this project could be costly and requested an estimate from ComEd.  ComEd provided to IMEA and Rock Falls a $75,000.00 estimate to complete this project and commented this was strictly an estimate that could vary.  When the project was completed, staff found out the completion cost of the project had escalated 230%.

A meeting has been scheduled with ComEd’s upper management to discuss this increase and reach an acceptable solution.

Utility bill payment by TeleCheck

Review the data received from TeleCheck services as an option for customers to pay their utility bills.

The data will be reviewed and discussed at a later meeting.

IMEA baseball outing

Rock Falls has four tickets reserved for the Cardinal/Cubs baseball game in St. Louis on August 27, 2003 after the IMEA Executive Board Meeting.  IMEA will supply the bus from Springfield to St. Louis.

Alderman Blanton, Richard Downey and Bob O’Donnell were interested in going – one ticket was still available.
