Utility Digger Derrick replacement of the 1987 unit.

 

The Electric Committee reviewed the sealed bids received on February 13, 2003 for the replacement of the 1987 Digger Derrick.  The Committee recommended accepting the lowest qualifying bid received from Altec in St. Joseph, MO for the amount of $81,965.00.  The amount includes the Digger Derrick and Line Body and the trade-in of the truck being replaced.

This purchase to be placed on the March 4, 2003 Consent Agenda for Council approval in the amount of $81,965.00.

Purchase of a Chassis for the Digger Derrick through the State of Illinois program.

 

The Electric Committee discussed purchasing the Chassis separately.  The purchase would save the Electric Department $3,808.00 and end up with a stronger Chassis.  The purchase would be through Prairie International Truck, Inc. located in Springfield, IL in the amount of $42,425.00.

This purchase to be placed on the March 4, 2003 Consent Agenda for Council approval in the amount of $42,425.00.

Status of Hydro Lease revisions.

Mr. O’Donnell advised the Committee he had reviewed the proposed lease changes with Jim Reese, City Attorney.  A meeting has been scheduled with the IDWR.

No action necessary.

2003/2004 Electric Department Budget revisions.

The Electric Committee reviewed the revisions that allows for the funding of the City Administrator in the amount of $125,000.00.  This amount includes $90,000 to $95,000 salary and benefits; $30,000 to $35,000 operating expenses, shared equipment and staff, possible part-time secretary, no vehicle (but vehicle expense included). The expenses are similar to other City’s our size or larger we checked on.

Change approved to the Finance Committee.

Employee attending the American Public Power Association Engineering and Operations Technical Conference.

Mr. O’Donnell advised Jim Simpson normally attends this Conference.  This year’s Conference is in Jacksonville, Florida March 30 through April 2, 2003.  The Committee agreed the workshop has an excellent program with several topics of interest to our operation.

This request to be placed on the March 4, 2003 Consent Agenda to allow Jim Simpson to attend with reasonable expenses (approx. $1500.00) March 30 through April 2, 2003.

Arc View GIS training for Electric Department employees

Mr. O’Donnell advised the Committee we would like to train five employees at a cost of $3500.00.  The training will be conducted by Patrick Engineering on March 4 & 5, 2003.

No action necessary.

City Officials attending the American Public Power National Conference held in Nashville, TN.

The Committee discussed allowing Mayor Mulvaney, Alderman Blanton and Bob O’Donnell to attend this Conference in Nashville, TN June 14 through June 18, 2003 with reasonable expenses.  Estimated expenses to be approximately $6000.00 for pre-conference, conference, hotel and travel.

This request is to be placed on the Consent Agenda for the Council to approve to allow for all three to attend.
