Reviewed the Electric Department’s Long & Short Term Projects

 

The City’s Web Site is moving along, the Customer Service Web Portal is in the final review. Still no financial information available or hard to get from the City Clerk’s Office.  The GIS System on hold until staffing is available. The Communication Project is moving slowly due to the number of towns involved. We are working on a different approach – grant monies and going alone. Upgrade Centennial Substation, 30-years old, failures are inevitable-estimated cost of $800,000. High voltage equipment upgrade at the Hydro Plant estimated at $1.2 million.

Electric Committee advised to move this communication along, Alderman Blanton to check on why the monthly budget, investment and revenue statements are not available to the Utility Departments.

Engineer Plans and Bid Specifications for Centennial Park and plan upgrades

 

The Engineering Firm of Barnes, Henry, Meisenheimer and Gende (B.H.M.G.) from the St. Louis area have completed the EPA spill control program except to sign off on it.  They have worked well with the staff and recommend them for future projects.

City Council approval on the Consent Agenda to continue using this firm for both of the upcoming projects.

Discussed replacing the control valves at the Hydro Plant

This is the last piece of the control upgrade for both Units #1 & #2. Without this upgrade the Hydro Plant would still be operating on one of Voith (German) made electronic control cards.

City Council approval on the Consent Agenda to have General Electric supply the parts to complete the project for $59,100.00.

Reviewed the purchase order for one Underground Type Pad Mount High Voltage Switch

This switch is part of the Route 40 project.  The 12,000 volt main feeder lines between Route 30 & West 21st Street are being placed underground to remove the overhead lines along the Route 40 corridor.

City Council approval on the Consent Agenda to allow the purchase of this switch from Universal Utility Supply in the amount of $33,100.00 the lowest of the five bids received.

Committee Reports

Alderman Blanton advised he has been approached about having the Electric Department lend the General Fund the full amount of the $700,000 loan in advance of receiving the loan in January-February, 2004.

Since no one was present at the meeting to present this plan, it was tabled to the next meeting.
